Każdy budżet określa planowane dochody i wydatki. Większość budżetów nie jest opracowywana pod kątem kobiet lub mężczyzn. Na przykład budżet rządowy nakreśla oczekiwane dochody i kwoty finansowe, które mają być wydane na różne programy. Budżetowane pod kątem płci nakreśla nie tylko oczekiwane dochody i wydatki, ale uwzględnia też wpływ, jaki będzie miał budżet na kobiety i mężczyzn. Jest to zaangażowane budżetowanie, które w solidny, policzalny sposób określa stopień realizowania rządowych zobowiązań równości płci"
